Why Your City Still Gets the Final Say This is the part that trips people up: Texas gives individual cities and counties significant authority to regulate golf carts within their own borders. A valid state-issued golf cart plate does not automatically mean every road in your city is fair game. If your municipality hasn’t passed an ordinance specifically authorizing golf carts on its streets, you can still be pulled over — and even face impoundment — despite having a legitimate plate.
