Texas Golf Cart Laws: Street-Legal Rules by County
Texas is one of the more golf-cart-friendly states on paper, but “friendly” doesn’t mean “simple.” Between state law, local ordinances, and the very real difference between a golf cart and a low-speed vehicle (LSV), it’s easy to end up confused about what’s actually allowed where you live. Here’s the breakdown.
The State Baseline
Under Section 551.403 of the Texas Transportation Code, golf carts can be operated on public roads with a posted speed limit of 35 mph or less. To do so legally, the cart needs a state-issued golf cart license plate — but that plate does not make it a fully registered motor vehicle the way a title and standard plate would for a car.
The law also carves out a special allowance for master-planned communities, which often have their own cart-friendly infrastructure built in from the start.
Why Your City Still Gets the Final Say
This is the part that trips people up: Texas gives individual cities and counties significant authority to regulate golf carts within their own borders. A valid state-issued golf cart plate does not automatically mean every road in your city is fair game. If your municipality hasn’t passed an ordinance specifically authorizing golf carts on its streets, you can still be pulled over — and even face impoundment — despite having a legitimate plate.
Bottom line: before you assume a route through town is legal, it’s worth a quick check with your specific city’s regulations. Golf cart rules genuinely do vary from one Texas city to the next.
Golf Cart vs. Low-Speed Vehicle (LSV)
These are legally distinct categories in Texas, and it matters which one you’re driving.
A golf cart operates under Chapter 551 with certain exemptions, uses a golf cart-specific plate, and is not titled by the state as a standard vehicle.
An LSV is a different animal entirely — it carries a full title, standard registration, license plate, and insurance, and follows the same rules as any other registered motor vehicle on roads where it’s eligible to drive. To register a vehicle as a full LSV through TxDMV, it needs a manufacturer-issued 17-digit VIN and must meet all applicable Federal Motor Vehicle Safety Standards.
If your daily use case involves regularly crossing into areas beyond what a golf cart plate covers, an LSV is generally the more durable long-term solution.
Driver and Equipment Requirements
A valid driver’s license is required to operate a golf cart on a public road in Texas. Since the standard licensing age in the state is 16, that’s effectively the minimum age for legal street operation.
At minimum, expect your cart to need headlamps, tail lamps, reflectors, a slow-moving vehicle emblem, mirrors, a parking brake, and the state-issued golf cart plate itself.
